The Head of FRWO said “people must be in the driver's seat to make decisions for management of natural resources”.

According to FRWO’s website, Khalil Aghaee in the national conference on rangeland management said: “Any sound policy for rangeland management must be made for the people and by the people and local communities.”

Aghaee added that rangelands belong to local communities, therefore any decision for management of resources including enclosure, exploitation, grazing management, conservation and restoration of the rangelands should be made by local communities themselves.

He reiterated that FRWO is mandated for rangeland conservation and grazing management and in this sphere; our main policy in FRWO is to replace light livestock for heavy cattle, and also provide a balance between livestock and range carrying capacity through issuing grazing permits for land-users to eventually manage rangelands properly.

Aghaee also said that FRWO represents the Government and the Islamic System in natural resources sector and prevents any transactions of properties and illegal construction and land use change to protect lands and public assets (Anfal).

He said that FRWO is the designated legal entity at national level for determining land uses and producing statistics in the field of natural resources, and added that the area of first-class rangelands, deserts and forests is estimated at 7.2 m/ha, 32 m/ha and 14 m/ha respectively.

He emphasized that people are beneficiary of the rangelands, and FRWO is in charge of natural resources management and should fight against the trafficking, illegal constructions and encroachments on national lands.

He further stated: FRWO Forest Guard, is a law enforcement unit at FRWO responsible for dealing with natural resources crimes such as land grabbing. However, a distinction is always made at FRWO about the villagers' use of resources, who are normally amongst the most deprived people and their livelihood is dependent upon scares local resources.
