According to FRWO’s website, Mr. Khalil Aghaee, Deputy Minister and Head of Forests, Range and Watershed Management Organization (FRWO) stated in the Administrative Council of Natural Resources of Kurdistan NRW Department held on Saturday with the agenda of natural resources conservation plan, cadastre mapping and IWM implementation that people's maximum participation in natural resources management is not realized if we do not consider their fair share of people’s interests from natural resources projects. There is no impasse for people's participation in natural resources management. Therefore any strategy adopted for nature conservation must provide a deserving place to people's participation. 

He said that money is not the sole determining element in natural resources management, and does not bring credit for FRWO. What give credit to FRWO are high technology, professional management skills, and public trust. Therefore, FRWO's capacities should be tested in hard times and difficult situations.

Referring to the positive atmosphere in support of natural resources in the country, Head of FRWO said: “Hopefully, the Supreme Leader, and Heads of the Judiciary and the Parliament lend strong support to management of natural resources that is very promising for the future of natural resources."  

Aghaee stressed that cadastre mapping is needed to delineate the boundaries of public lands from private properties. 

Head of FRWO in another part of his remarks said that the transfer of rangelands with Astragalus to land -users is prohibited. He added that harvest of Astragalus in rangelands is illegal whatsoever and has a penalty and jail sentence for violators. FRWO is mandated to strongly deal with land grabbing phenomenon. However, he invited the field staff to work with local people in resolving such issues that is arised from gross negligence instead of filing lawsuits before courts. 
Head of FRWO noted that the effectiveness of IWM measures is crystal clear and its impacts such as reduction of flood damages, aquifers' infiltration and erosion control can be witnessed at field level.
